I've been finding that my device recently has been unable to connect to ntp.ubuntu.com with its systemd-timesyncd
service.

Is ntp.ubuntu.com a viable NTP site to use for this or should I be using another NTP site?
I had the same problem when connecting to the internet via eduroam. The problem goes away when connecting via another network. It seems that the eduroam administrators are just a bit too careful with their firewall configuration or something like that.
As long as you occasionally connect to a network other than eduroam it shouldn't be a problem and your time should always stay in sync.
