Ubuntu software to create karaoke videos from instrumental audio files

Are there any known applications to create MP4/CDG video files from already ripped audio files?

This would be a tool to input an already ripped audio track, and then have user enter lyrics and lay out countdown markers. It would then export to MP4 or whatever video format.

There are a handful of windows based applications but I'm struggling to find this in Linux.
