systemd: ShowStatus in system.conf vs kernel command line

I am not seeing any messages on bootup/shutdown on Bionic (18.04). Do I have to add systemd.show_status=yes on the kernel command line or just the config file /etc/systemd/system.conf's ShowStatus=yes change - sufficient ?
