I lost power during a do-release-upgrade from trusty to wiley. I booted with a live USB stick and ran the following:
sudo mount /dev/sda1 /mnt
sudo mount --bind /dev /mnt/dev
sudo mount --bind /proc /mnt/proc
sudo mount --bind /boot /mnt/boot
sudo mount --bind /sys /mnt/sys
sudo chroot /mnt
sudo apt-get dist-upgrade
and got:

How would I fix this?
I was able to boot up from the oldest kernel from the advanced menu from grub. Running apt-get install -f to repair then reboot into the new kernel and it all worked just fine.
