I downloaded the intel graphics tool for updating drivers and got following error:

Does anyone know how to fix it?

Ubuntu 16.04 comes with fairly updated Intel Graphics drivers. There's little, if anything, to gain from the minor revision updates the Intel PPA has to offer.
That said, if you still want to use the tool then you should follow all the instructions at the download's page, namely
Signatures - Ubuntu:
wget --no-check-certificate https://download.01.org/gfx/RPM-GPG-KEY-ilg-4 -O - | \ sudo apt-key add -
sudo apt update && sudo apt full-upgrade
No need to run the graphical installer again.
Additional info (off-topic): Remove the Ubuntu Tweak PPA because it's not for 16.04. Search for a repackaged UT installer for xenial (deb) instead.
