I want to use do-release-upgrade to upgrade from 18.04 to 20.04, but I can't do that

There is no development version of an LTS available.
It seems that this file is used, and it still points to 18.04.
Do you know when (or how?) can I upgrade to 20.04?
I've been trying to upgrade my version of Ubuntu 18.04 to 20.04. I've run all the steps from updating and upgrading both apt and apt-get, changing the settings in update manager and all of the steps described in this link. Yet I keep getting the error:
Please install all available updates for your release before upgrading.
Is there something special about trying to upgrade from 18.04 to 20.04 that's causing this error? Do I maybe need to update to 19.04 first?
EDIT: I just noticed something that might be important. When I run sudo apt-get update I get the following notice at the end of the output:
The following packages have been kept back:
colord gimagereader python-sane sane simple-scan
0 upgraded, 0 newly installed, 0 to remove and 5 not upgraded.
Might that be causing the issue?
I want to upgrade from Ubuntu 16.04.5 LTS to 18.04, so ran sudo do-release-upgrade.
After downloading and extracting bionic.tar.gz I get:
Can not upgrade
Your python3 install is corrupted. Please fix the '/usr/bin/python3'
symlink.
I saw How to fix "python installation is corrupted"? and so I did sudo ln -sf /usr/bin/python3.6 /usr/bin/python3 thinking that it would be a similar problem. But that didn't work (still same error message).
I have a few python versions:
$ ls /usr/lib | grep python
python2.7
python3
python3.5
python3.6
$ update-alternatives --display python3
python3 - auto mode
link best version is /usr/bin/python3.6
link currently points to /usr/bin/python3.6

How do I fix python3?
We know that do-release-upgrade “does a release upgrade”. But at a little lower level what does it really do?
I plan to do a more manual upgrade, for instance the Debian way: aptitude update and aptitude full-upgrade after setting up the sources. Actually, I plan to do it entirely interactive with aptitude. But that leaves me curious about what else do-relase-upgrade does, except hosing up my sources.list.
I'm running lubuntu 10.10, and would like to upgrade to 11.04. I have a very temperamental internet connection, so I would like to download all the packages before running the install.
According to this, there is no easy way to do this. The bug report mentioned in that thread is still open.
My question: Is there a way to hack do-release-upgrade to only download the packages, kind of like adding a "-d" to apt-get dist-upgrade?
Or is doing it manually the only way to get the result I desire?
If I have to do it manually, are these the steps needed to do it, or am I missing something?
