How to permanently fix color emoji (Use Noto Color Emoji in Chrome, Brave Browser, etc) (Ubuntu 20.04)
Sometimes color emoji display correctly, and sometimes they display as black and white line art. Sometimes, reinstalling Noto Color Emoji resolves the issue TEMPORARILY. Over time, an update or reboot or something causes it to revert to black and white. Some people report success by changing fontconfig configuration files, but it's never worked for me.
I started with a VM of Ubuntu 19.10. I applied all updates and installed Chromium and Brave Browser. When I try viewing emoji (E.G. getemoji.com) they appear to be rendered by DejaVu Sans (black and white). The system already has Noto Color Emoji installed. How do I give Noto Color Emoji precedence? I've followed several fontconfig tutorials, but none of them have worked. I've had success by reinstalling Noto Color Emoji, but I haven't been able to figure out what reinstalling is doing that makes it work. Also, I'm working with someone who says reinstalling did no work for him.
Can css in a gnome-shell-extension be overridden by css in a shell theme?
E.g. "Dash to Panel" has the following lines in its stylesheet.css:

When I place the same selectors or more specific selectors in my gnome-shell.css and try to change the background of .overview-icon, the css from Dash to Panel's stylesheet.css is used instead.
