OracleVM repository delete fails. Repository now is in error

I deleted a repository. I got an error that it was still in use. Now it cannot be presented to any server and it cannot be deleted.

OVMEVT_00A002D_001 Repository: [RepositoryDbImpl] 0004fb0000030000cc63a8cce85d14a7 (Oraclevm-E2), is invalid

OVMEVT_00A002D_003 Repository: Oraclevm-E2, is missing in File System: OracleVM-E2

OVMAPI_4010E Attempt to send command: add_repository to server: oraclevm21 failed. OVMAPI_4004E Sync command failed on server: 192.168.27.196. Command: add_repository, Server error: org.apache.xmlrpc.XmlRpcException: <type 'exceptions.Exception'>:No repository info: /OVS/Repositories/0004fb0000030000cc63a8cce85d14a7/.ovsrepo [Mon Oct 04 10:51:55 PDT 2021]

It seems to that the repository file system was deleted and the repository was unpresented to the member servers. The iSCSI on the server is still holding on to the volume. Trying to delete the disk returns "existing file system" and trying to delete the file system returns "device in use"
