Azure Sentinel Alert on below average Log events

I need to create a query that runs against my servers that send logs to Azure Sentinel. I want to get an average say, over the last 7 days, and if the current 24 hour window is below the average by a certain percentage I want an alert sent.

I have Heartbeat alerts setup and those work. But we recently ran into an issue where the server was up and the agent was running, but logs were not being sent, so no heartbeat alert was sent.

Is something like this possible?
