Google Cloud MySQL logs ‘ Length is 0 and policy is 1’

I checked the Google Cloud MySQL logs and found the following logs. This is happening every 15 minutes. What is this? Can I ignore it? MySQL is 8.0.31.

[Note] [MY-000000] [Server] Length is 0 and policy is 1

I tried searching but could not find any documentation.

    I unchecked the server password policy in the instance settings and the logs are no longer showing up. There were no users violating the policy, but I wonder if there are users that are regularly checked on the Google Cloud side. At any rate, I found the cause.
