KMS Activation issue - PROVIDER NOT FOUND

I have an error when trying to add keys for win 2016, office 2016 or windows 10 on Windows Server 2012 R2 KMS Server.

I have update everything and did this also.

And I get this error

in cmd I see it is added:

But what is this PROVIDER NOT FOUND error?

    We had this issue when we add Office 2016 and Windows 10 Licenses to our KMS server (Windows 2012 R2 server). You will need to uninstall the current license file and install the new one.
