I am installing Gitlab-ce Omnibus in a Vagrant box (Debian 18.04 LTS).
In my provisioning script, I run gitlab-ctl reconfigure
. I get an error:

The SSH command responded with a non-zero exit status. Vagrant
assumes that this means the command failed. The output for this command
should be in the log above. Please read the output to determine what
went wrong.
Already tried, didn't help:

I was able to bypass this problem by running the command it died at manually:
SU to the user that'll own the database file, (mentioned in the error output):
su gitlab-psql
Run the command manually, removing the hard-coded
-E UTF8
parameter/opt/gitlab/embedded/bin/initdb -D /var/opt/gitlab/postgresql/data
That should then run with your own locale encoder, create the database etc, then you can exit the SU shell and re-run:
gitlab-ctl reconfigure
which completed fine afterwards for me.
