I'm putting together a 1U rackmounted PC. I have a blower cooler for the CPU, but the chassis has no fans at all.
What would be the correct way to orientate the CPU cooler? With the air blowing in the direction of the power supply, or across the motherboard?
I'm also slightly worried that the cooling wont be adequate.
The CPU being used is an AMD Athlon II X2 255. Is the lack of case fans likely to be a problem?

I'm having fan speeds and noise level issues from my most recent batch of HP ProLiant DL380 G7 servers. Most of the systems are nearly silent with low fan speeds (as reported by hplog -f). The majority of systems causing issues are running an operating system that cannot accommodate the HP Insight Management agents or drivers (NexentaStor 3.1). I also have a few CentOS servers running the HP drivers that have the same issue. Some of these systems have 2 or more PCIe cards installed.
Is there any way to force a lower fan speed on these servers? I've seen the advisory on the BIOS cooling option. I'm more curious about the random nature of the issue and if there's any means to control this via software.
I have a Dell PowerEdge 830 server that has been operating as my file server for a few years. I had never had a problem with it, and it been sure to install all BIOS updates.
A few months ago I noticed that the one large CPU fan seemed to be running full power all the time. In the past it would go to full power during boot-up and then only during heavy periods of processing. Now it runs full tilt all the time, no matter what.
The room is well air conditioned. The CPU is barely being used, just keeping Windows running. I can't get any temperature readings though, when I run HWMonitor.exe it is not able to report any information. I couldn't find anywhere in the BIOS menu to adjust the fan speed or temperature settings. Last, I took a can of condensed air to the heat sink and fan to make sure there are clear pathways.
So now I have a dusty room that still has a jet engine in the corner. Any ideas on how I can control this fan?
Also, I should note, the sound is not any different than it used to be when going full power. I don't think there is a problem with the type of noise coming out, just the fact that it never slows down.
EDIT: When booting up the CPU fan does seem to slowly throttle up, then down, then once Windows begins booting it goes to full power and stays there.
Background: The server I'm configuring needs to be able to work at altitudes up to 10,000 feet.
Are there any rules of thumb or guidelines on how much faster fans have to spin at altitude (due to lower air density) to provide adequate cooling? Or if I know that my server's fans are going at 50% at sea level, what % will they be running at 10,000 feet?
I can use lm_sensors to tell me the tempature of various things on my laptop. And sometimes I can hear the fans starting up. Is there anything that will show me how fast various fans on my system are spinning?
