After some time of running fine, one of our Windows XP SP3 machines does not open some(!) new TCP/IP connections anymore.
Putty says Network Error: no buffer space available, IE won't open any new connections but e.g. network drive mappings still work, even new ones can be established.
netstat does not show more open connections that usual, ping and DNS lookups work fine.
Any hints?

Is there a way to find the fully qualified domain name of a Windows XP box?
Being unfamiliar with Windows I would describe what I'm looking for as the equivalent of the command hostname --fqdn available in Linux.
Every so often I run into a file that I need to take ownership of. I normally use cacls for changing ntfs permissions, but it doesn't seem to do ownership. Under *nix I would run something like chown me:me <file>. Is there a windows equivalent to chown?
Is there a way (when logged in as an administrator, or as a member of the administrators group) to masquerade as a non-privileged user? Especially in an AD environment.
e.g., in the Unix world I could do the following (as root):
# whoami
root
# su johnsmith
johnsmith> whoami
johnsmith
johnsmith> exit
# exit
I need to test/configure something on a user's account, and I don't want to have to know their password or have to reset it.
Edit:
runas won't cut it. Ideally, my whole desktop would become the user's, etc. and not just in a cmd window.
