I guess the title of the question speaks for itself, but ideally we'd like to set registry keys rather than run some kind of tool. That way we can make a script for it.

This might seem like a silly (or nefarious) question at first glance, but allow me to elaborate...
We have implemented all sorts of measures on the company network and proxy to prevent the download of certain file types on to company machines. Most files, even zip files with exe's inside get blocked when clicking to download those files.
But some "enterprising" users still manage to get downloads to work. For example, I was standing behind someone (who didn't know me or which department I worked in), who in front of our eyes changed a URL that ended with ".exe" to ".exe?", and the browser went right ahead and downloaded the "unknown" file type. We've since then plugged this hole, but I'd like to know if anyone else knows of any nefarious means of downloading files bypassing network security and checking software.
Or perhaps if you know of some commercial software that you can swear is bulletproof, and we can trial it for a while.
Any help appreciated...
We're currently looking at rolling out an enterprise "safe" form of business file sharing and collaboration. Has anyone had experience with the Business flavour of the Humyo offering or something similar?
Any pitfalls or issues we should be aware of in this area?
For this I am specifically referring to running websites on Windows, but it's not specific to IIS. We sometimes run Tomcat as well. Now obviously there are many hardware and software options to go with here and there are many points to consider in the windows world like sticky sessions and state that is sometimes inherent in a web app.
So what I'm looking for is any good experiences with effective load balancing strategies be they hardware or software based and reasons to justify the business costs related to this.

In response to some deeper probing questions from Paul, I personally would be looking for least-loaded load balancing and definitely with session fail over. Now this kind of thing could also be handled by something like Memcached or something similar. SSL termination is very much dependent on whether you're going the hardware or software route, but then I may as well answer my own question.
The volumes could be anything from a start-up with the plan towards hopefully growing exponentially without presenting users with the infamous Fail Whale...

If the strategy you propose is hardware load balancing where SSL Termination occurs at the load balancer for instance, and you elaborate on why that turned out to be a good strategy for you, then that will have helped answer my question. Right now, I just don't have enough experience with different methods and alternatives, hence my question.
Does anyone know of a way to simulate a clustered SQL server solution? We obviously don't want to spend a lot of money prototyping the idea, but we have quite a few PCs available. I was just wondering if there was any way I could fool SQL server into thinking it's being installed on to clustered hardware by either using physical machines or even virtual machines?
I don't hope to do any performance testing of course, it's more to do with testing fail over scenarios and replication etc.
Any ideas?
We've already rolled out Windows XP SP2 (no hope of going to Vista or Windows 7 in the foreseeable future unfortunately) across the enterprise and our latest internal roll-out actually incorporates SP3 as well - but unfortunately IE is explicitly being kept at version 6.
Regardless of the numerous security warnings our there and lack of applicability in the greater world wide web, my manager still sees intranet apps written for IE6 as the main reason to stay on it. What can we do to swing the vote in our favour? We're tired of supporting an ailing browser when users call us up constantly complaining that website don't look right, and more and more people asking for browser tabs "because that's what they've got at home".
Any arguments we can put forward would be great!
