I get this consistenly (Ubuntu 16.04 LTS):

Error response from daemon: Get https://registry-1.docker.io/v2/: net/http: TLS handshake timeout
However curl TLS works fine (apart from the auth error):

And even a small golang program (to mimic docker) works fine:
